This is Acanthus spinosus from the Acanthaceae family; commonly known as Arms bear's breech. It is an herbaceous perennial with erect spikes of white flowers and purple tipped bracts. The foliage is deeply lobed with spines and has an overall glossy appearance (prone to powdery mildew). It's hardy throughout the UK thriving in most conditions except chalk or water-logged soil making it ideal for the back or middle of garden borders.
This plant can be propagated via division or root cuttings as seen above. Vertical or horizontal root cuttings can be taken, however, vertical root cuttings are more successful and mature faster (don't forget to cover the surface with soil).
